Abstract: Ecuador is a country rich in water resources. However, water demand and water availability present several challenges for the development and management of water resources. The State, through the Water Authority, is directly responsible for the planning and management of water resources for human consumption, irrigation to guarantee food sovereignty, ecological flows, and industrial activities, in this order of priority. Therefore, the National Water Plan was conceived to plan and manage water resources in order to link policy to water solutions and water security. A project portfolio was proposed to mitigate severe flooding, water scarcity, and climate change. A total of 160 projects to be developed nationwide would guarantee access to drinking water and irrigation for food sovereignty
